60 hp merc over heats

I have a 1990, 60 hp merc that overheats. It has a new water pump, I have had it into the shop and they can't find anything wrong. It does not have a thermostat, just an alarm, and the water coming out of the pee hole is hot after runnig it for a while at about 4000 rpm. Definitely not full throtle.

Any ideas?
 
.I would take the g/box off,connect a hose to the water tube going up into the motor,and run it.if it still gets hot,take the motor off the g/box housing,and check the gaskets and watergallery holes.
 
It will not overheat unlsess there is a load on it. If I keep it at just above planning speed, the horn does not go off but the water coming out of the pee hole is still pretty hot. Beyond that, the faster I go the faster sooner the horn goes off. As soon as I slow and get it into neutral, the horn goes silent.
