5hp Yamaha water issues

Recently purchased an 2005 5hp Yamaha outboard.
It had water coming out the tell tale hole but only a small amount.
I have pulled the leg off and inspected the water pump which apperars fine and is pumping water.
I have even removed the power head cleaned all the water galleries out with a pressure cleaner with no improvement.
It is like the water is bypassing somewhere or leaking out before it gets into the motor.
Any Ideas!

no matter, worked it out.
The 5hp yamaha has the tell tale hole on the outlet side of the water circuit and is not under any pressure from the pump hence the small amount of water exeting the tell tale hole

poke a piece of wire up there frequently. I have one tied right to the bracket on my Yamaha 4. It needs a poke just about every outing.
