58124A27 switch assembly on mercury 35 hp

Can someone give me some information on the small switch assembly located on the port side of the mercury 35 hp electric start? I am having spark issues and I am not familiar with this part. It is slightly smaller than a "C" size battery and has two wires. One goes to ground and the other seems to go into the wiring harness to the remote control. What does this part do?

A safety switch.-----Stops motor should you hit something.-------Or might prevent start up if motor is tilted all the way.

could this switch cause a no spark situation? With the motor down? Can it be temporarily bypassed until no spark issue is solved?
