The feed for my instrument panel, ckt breakers was fed from a fuse that was tapped of the starter. My blower stopped working after a fuel fill-up and I noticed that everything else lost power too.
After troubeshooting, I found a loose wire on the starter which turned out to be tied to a 55A Volvo Penta fuse. Why would they put a fuse where you cannot see it? Luckily the wire was loose or else I would have never found the fuse.
