50hp mariner runs like 9.9hp

I have a Mariner 628rl 50hp engine from 1986. When I have the engine in forward under a load it will only rev up and gives enough power of a 9.9hp engine. In nuetral it will rev up all the way. It looks like the linkage from the carb is not doing what it's suppose to.. however, I have no idea. Does anyone have suggestions? Thank you.
 
Linkage between the carbs broken? Stuck float in one carb and running on one carb? Remove your bowls and see if one is dry, it will run on 1 carb but not well.
 
I just reset the floats on the carbs and put it back in. I also replaced then cleaned the spark plugs. I also replaced the fuel filter and fuel line. Any other suggestions? How can I check/repair the linkage of the carbs if it's broken?
 
Ok so I had a little break through this morning. When I turn the throttle and look into the carbs I can see only the top carb opening up. Don't know where to go from here though..
 
Check the link from under top carburetor that goes to the lower carburetor.---------Likely a plastic part on it broken.
