50HP Clasic rev problem

My 1989 Merc. 50 classic revs

My 1989 Merc. 50 classic revs fine out of water even in gear.. I get about 6000 out of it but when in gear in water only gets up to about 4000. Carbs have just been rebuilt and still same problem. Does not miss or sputter just wont go any higher. Any input would be helpfull.

I thought maybe the same thing

I thought maybe the same thing but the previous owner said that the boat used to run fine and wind out. He said it would do 40 and it now only does 20.....Any other ideas??? Thanks.
 
"check compression, check spar

"check compression, check spark, if good then clean the carbs, sounds like you have a plugged jet. Dont run it as is, if it is a jet then little or no fuel/oil is getting to that cyl, bad things happening"

RPM stay the same your rich
RPM drops Ur OK
