engine looses power at top end

engine looses power at top end and anywhere betwween. can take engine hood off and runns out perfect . replaced all gaskets even adapter plate gasket no blowby into plentum. want to cut holes somewhere. if this is the case others should have same prob. anyone?

removed cover inside hood no differeence engine runs good with hood off. put hood on boggs loses power. throttle back engine dies. take hood off none of this happens why!!? engine starts easy idles perfect. have gone though and set up all 4 carbs. with vac gauges.
 
conclusion. carbs too lean see

conclusion. carbs too lean seem so run good @ 3 1/2 turns out seems to much but idles good. anyone know what the initial setting on a 2001 50hp mercury 4 stroke mixture screws book says EPA. when engin running turn screw all the way in carb shuts off but 1.5 turns out carb starts working but engine does not runn right until past 3 turns under load. at wot engine hass less power than @3/4 throttle. plates are not over openning really would like initial low speed settings
