50 hp evinrude power tilt and trim problems

I have a 50 hp power tilt and trim that will not raise motor. It works on bench but does not lift on boat. It also leaks out top seal when in the down position. I just replaced top seal and seals on the ram cylinder. Any suggestions?

Do the seal job over and then check the fluid level in the fuel tilted position. Then cycle it up and down 10 times rechecking the level.

Ok I have done the seal job over, seams like it is building pressure when in the up position. When you lower the motor it then blows the top seal out and leaks fluid everywhere. Any suggestions.
