ordered a fuel pump kit has all components but not all are used in this factory motor they left out the small rubber disc that normally go under the plastic disc, is this the norm or should I install the rubber disc. can any one give me some advise on this.
 
I stupidly left it out as well and the fool thing still worked. On many Merc FPs, the rubber disk is the 'seal', where the fiberglass film is the 'spring'.

ok replaced fuel pump,spark plugs,filters squeeze bulb clean fuel lines motor still has tendency to bog down at high speeds and ive noticed tach guage is pulsing,any clues would be most appreciated
 
I suggest temporarily installing a fuel pressure gage just before the carbs to see what's happening. Should see at least 5 psi.

I'll check that but does that have any thing to do with my tach needle spiking for just a split second and dropping back down,seems to do this intermittently or could this be a separate issue?
