50 evinrude surges, won't keep running

My 1995 50 hp evinrude will not keep running. I have rebuilt the VRO(oil disconnected and mixing), cleaned carbs, checked fuel lines, bypassed fuel pump and sprayed fuel into carbs. Also checked float levels. The motor starts and runs awhile but very rough. Seems to run rich (smoke) then seems to run lean (speeds up and dies). The pump seems to deliver enough fuel but I don't have a pressure gauge. Pumping the primer bulb does not help. The plugs also look good but I think this is a fuel problem. I'm doing my tests with ears and water hose. Does anyone have any suggestions?
 
Not hard at all !------Do a compression test and report the results.--------Test for spark that will jump a gap of 7/16" on both.-------Was the flywheel key checked ?--------------Were the high speed jets that screw into the float bowls removed for cleaning ?
