5.7 EFI cooling problems

Hi, new to this forum...tons of info. I have a cooling issue. I recently installed fresh water cooling kits to my engines. Flushed engines and replaced raw water pumps prior to install. Once installed, port engine no issues...starboard overheating. Flushed/backflushed starboard again...still overheat. Pulled thermostat, ran with no issues. Put thermostat back in...overheat. Swapped thermostats from both engines, starboard still overheats, port is good. Checked raw water flow...5 gals<1min. Drilled small hole in thermostat...thought maybe air lock...overheat. Bleed air from plug on top of water pump...overheat. Pulled thermostat again but this time overheat. What gives?? Checked block drains (blue plugs) and found port side is plugged. Used wire to clear...seems clear but no water. Out of curiousity pulled port block plug on good engine, also no water!! Is it possible that I have internal blockage?? If so how do I clear it? Why does the good engine run cool? Can't think of anything else...hoping somebody could help.
