4W70E Running Hot

I have a 1970 4hp johnson that starts and runs ok but is running hot. I bought and installed a new impeller in the water pump but it still ran hot. I took it back apart and started looking for a plug of some sort in the system. I have the tube from the pump up to the powerhead open but water or air will not go through the powerhead. Is there a thermostat in this motor? I cannot find one. Does anyone have any ideas as to how to clean the water jacket in the powerhead?

Was any part of the old impeller missing when you took the water pump apart. can you shine a light up the water tube and check for blockage? did the water tube come out with the lower unit,? if so did you reinstall the water tubeand not block the seal? check and make sure the seal on the bottom of the block is not blocking the passage of water.
