4hp, water outlet and spark plug wire

Hi all, I picked up a 1969 4hp for cheap and installed a new (used) cylinder head as the spark plug threads were gone on the old one. I put some new fuel through it and it fired right up. I let it idle pretty low for a few minutes and it seemed to run fine. My questions are:

1. Where is the water outlet on this engine. I don't see a valve or anything similar on the lower engine cover. Does it get forced back to the lower unit and exit behind the water intake?

2. There's no recoil, so the cover must be off to start it. I was putting everything away and went to install the cover back on, and the rotating bracket caught the upper spark plug wire and tore it out of the boot. Can this be repaired? I was thinking I could get a new wire assembly and route it back to under the flywheel, but I can't removed the flywheel (no spanner wrench) and thus can't see the connection.

Water outlet flows doen the inside of the long exhaust tube and out the esit near the propeller. The telltale is a spray that exits that exhaust tube about halfway down the rear of that tube.

Plug wire... The rubber boot, spark plug end.... With the wire cut to the length required, trim back 1/4" insulation again but do not solder tint the wires. Simply fan out the wires and fold them back against the insulation, cutting the excess off as explained above. Holding the spring wire terminal, estimate where the prong should be inserted so that the spring will be flush against the exposed wire. Hold the spring terminal away from the wires end (sideways) and insert the prong into the insulation and into the center wire, then swing the spring terminal in front of the exposed wire portion (makes a tight fit for continuity purposes).

Spraying the inner portion of the boot where the wire will insert with a small amount of WD40 makes the installation of the wire a easy project. That's it.... you're done.
 
Sp the outlet is underwater, but a spray is still visible above water? Would that be the 6 small holes about halfway up the housing?

Installing a new boot was easier than expected.
 
The water is spraying/misting out of the six holes about halfway down the exhaust column, but the cylinder head is very hot. I'd like to check if water is being forced through the engine, but can't see a way other than removing the head. Is there another option? Would removing the lower unit to check the impeller just be a good idea anyway?
