4hp Mercury cold start with choke and without.

Hi, I have 2 stroke 4hp Mercury outboard. Year 2000. New plug and clean carb. I use 1:100 mix.It is almost impossible to cold start when choke is activated. However without choke it starts first pull even when cold. What could be the reason?
