4hp four stroke not starting

Hi, I just got a 4hp four stroke motor from a family member. This motor only has about 30min. on it and I can't get it to start to save my life. I have done everything the manual says and nothing. Can some one help me out here? Thank You, Nathon

How long has the motor been sitting?

My first guess would be the carb is clogged up solid from extended storage or lack of proper prep before storage.

OR

If the motor was stored on one of the "wrong sides", the oil leaked into the cylinder and oil doesn't burn worth a darn and can be a chore to clean it all out.
