we have twin engines one engine is running fine the other engine will not go over 3000 rpms were do i start to look for the problem

There can be many different things wrong.

Carb, fuel injection, iginition components, electrical.

You can start by posting year, model and serial numbers and what you've done for testing so far.

When did it happen, what did you feel, what did you hear ? any liquids where they shouldn't be?
Oil pressure, Engine temp? fuel pressure? take a fuel sample is there water in it? one fuel tank or 2? couple be bad fuel pump, is there any fuel in the clear hose going to the carb?
