You are pretty close to rated RPM. Check your timing advance springs/weights in your distributors. Look under the rotor cap and you will see a silver botom plate under the pickups or points. You should be able to see through a hole in the plate that there are weights held by springs under the silver plate. If the springs get rusty, they won't advance your timing correctly. You can wiggle the rotor and see the weights move. A little silicon spray may help lossen them up. Make sure your timing,cap,rotor,wires and plugs are all good. Another thing to check is your exhaust manifolds,risers, and elbows are all clear of rust clogging them. After checking all of these and replacing my exhaust (90% clogged water passages), I got my RPM's to 4000 WOT from 2600 WOT. Your RPM are only 200 short of rated power.I would rather be here than over. You will get more speed and a little less wear (lower rpm) on the engines. If it really bugs you or you can borrow a prop, decreasing your pitch 1 degree will increase RPM by 200 (as a rule of thumb).
