40hp Yamaha 2 stroke

40 hp 2 stroke Yamaha has cylinder down plenty of spark bit no fuel getting to bottom cylinder any help would be good possible Reed valves are stuck?

Reed valves do not stick closed.-----Reed valves have nothing to do with compression in the cylinder either.----Check the carburetor.-----Check compression on the low cylinder too.
