40hp Johnson tiller motor tilt assist

Got a 94 Johnson tiller motor with the lovely tilt assist, the motor goes up and down and locks into place were ever u lock it into, but when it is locked I can move it up 3inches and set it back down to we’re i locked it at, my question is that normal, or should the motor not move at all once it is locked into any position, keep in mind it does not fall down or have and troubles moving the motor up or down

Don't sound right to me. The way it is the motor will kick up when you put it in reverse.
