40 Merc no spark to top cyl

I have what I believe is 97 4

I have what I believe is 97 40 Merc 4cyl outboard s/n OD297257.
I do not have spark to the upper most cyl. I exchanged what I think is the coil with cyl 2 and still no spark on cyl 1? What else should I be considering and any ideas on testing?
