40 hp wont start even with starting fluid

40 hp ELPTO od267688 1993 wont start wont even fire on starting fluid died on me at idle and wood not start again .check spark by grounding plug to block. spark looks little weak to me and spark seems come and go. plug are geting wet . put new plugs in. is there any way to check spark THANKS for any info

oil injection useing TCW-3 oil will check spark and compression next weekend THANKS
