40 hp mercury 2 cycle 1989 power trim goes up, not down, replaced one relay, both click

power trim only goes up, not down,

mercury 1989

power trim was working,
there are 2 relays, one of them when you squeeze sides of that relay in moves motor up, did not replace that one
did replace the other with a new one, but motor only goes up with power trim
to lower I turn screw to let it go down

Swap the relays when up. If it goes down then the other relay is bad.
