40 HP Johnson Choke and idle issue

1999 Johnson 40HP (oil inject disconnected) on pontoon. - 2 Problems

Choke or primer system clicks but does nothing.
There is that red shutoff or valve and tire filler type valve.
What do they do? Could that red lever be positioned wrong?
And does that choke system go out or need repair? any thoughts on why it's not working?

Probably not related but could be if it's sucking air in or something...
The engine will run at a higher RPM but not run when idled down.
I have taken both carbs apart and cleaned them.
Is there something I may be missing getting cleaned out when it comes to the low speed jets or needles?
I guess I'm guessing it's fuel related and not electrical because it runs fine at higher rpms. But I could be wrong.

The red lever is for manually operating the primer pump. For electrical operation and when running it should point straight down the solenoid towards the opposite end.

The Schrader valve is for injecting fogging oil when winterising

It may be that lever is in the wrong position. Would be nice if it's that simple.

Still issue with the idling. The RPM's need to be up quite a way for it to run
I'm just wondering if there is a passage in the carbs that did not get cleaned out or something?
screws are set to about 2 1/2 - 3 turns. But in trying different settings in and out it only made it worse or the same.
