The water passage in the head (It is that figure of 8 that you can see around the edge) can easily become blocked.
This picture shows the head water passage although actually an 8hp model, after cleaning.
It may also be worth separating the power head from the leg and checking there
This sort of thing can happen if someone has previously used silicone sealant
You checked the impeller ... but put the old one back ???!
The places you will not be able to touch and maintain contact are the head around the spark plugs and the un-cooled exhaust manifold cover plate. Otherwise you should be able to touch the power-head and maintain contact for several seconds
E4BRCTA is a 1983 Belgium made model. Quote the model number when enquiring after parts.
