4.3L TBI Merc Fuel regulator replacement

Posted on here a few times already but finally came to diagnose my 4.3l tbi merc's fuel regulator is stuck fully open. The boat is at my fathers house and he is trying to persuade me to run another fuel regulator in the fuel line instead of replacing the broken factory one. He is suggesting we do this because of the terrible location of the fuel pump and regulator (under motor mount next to oil pan) he also figures to be able to actually access the factory regulator we would have to remove the skeg and loosen the one motor mount just to get to it. I want to know if its actually possible to access it without doing all that other work?? I havent been able to look at it myself yet because the boat isnt at my house but if its possible to fix it ourselves properly i would like to do that and if anyone can give me a quick how to on changing it.......would be much appreciated!

The answer is "it depends". The guys that build the engines can't control how the hull is built. they usually work to an engine installation standard. most of the time, that yields ok results...some hull builders don't care about service access. add to that some of the customizations a dealer or a yard will do, even to small runabout, and you have too many variables.
