4.3l Backfires and Stuttering

Long story short: We lost our 2000 Crownline 180's 4.3l in a freeze 2 years ago in TEXAS We purchased a short block from MABBCO and installed it (utilized all the parts from the original motor as it only had 40 hours on it) After 2 outings the new motor went caput as the installed oil pump was defective. Fast forward, we got a new short block and rebuilt everything. Everything on the short block was replaced with factory replacements. We have set and reset timing, new plugs, wires, cap, rotor, and filters, checked compression, and ran the motor out of a fresh tank of fuel. The boat idles like a dream but anything over 2000 rpm we get stutters and backfires.

My only thought is the Thunderbolt 5 module is not advancing the timing correctly when at load??? I have had 3 mechanics go through everything and am at a loss Any help is so appreciated!!!!!
 
I'd recheck the plugs wires have good connections and in in the proper locations....

Hookup a timing light to see if the timing advances...you can do this at idle but the boat should be in the water (on the trailer is fine) to keep the impeller happy.

I'd think check for adequate fuel pressure.
