I changed my impeller and when I tried putting the lower unit back in I didn't realize it had to be in forward so once I found this out I made sure the throttle handle was in forward and I turned the transmission gear counter clockwise to lock it in forward. I put the unit back in and got everything lined up good but now it doesn't want to shift into neutral or reverse?
 
The 2 rods are connected. If the lower unit is out then when you move the throttle handle you can see the one move from forward... neutral.. and reverse, but when I put it back together it won't move
 
Before mating the upper and lower the shift splines on the lower need to be rotated clockwise and the prop shaft chocked so that it does not inadvertently shift into R during reassembly. Then mate the two with the shift shoe exactly forward and aft. Don't forget to check that the washer is on the splines too. Did you do this?
