3cyl 60hp Johnson bogging down

Changed gas tank. 6 gallons of fuel to 16oz of oil. Starts and idles but will not get on step. Bogs down trying to give full throttle! Primer bulb? Confused at this point!

It's a 2000 model.

I changed the plugs and then realized the seal on my gas cap was bad and being my tank was old I changed the tank and took it out today and the stated issues started

What's the compression on it ?? Will the spark jump a 7/16" open air gap on a spark tester ??
