Turn both mixture screws until they seat and then out 1.5 turns. Turn the idle speed screw out until it no longer touches the cam, then turn in 1 turn. If after you did this and it still won't run, then you have some vacuum leaks. Once you eliminated all the leaks and get it running OK, then go through the set-up as described in the instructions. Your jetting should be OK to at least get it running provided there are no vacuum leaks. Once you set it up properly the instructions will tell you based on the settings whether or not you need to increase jet size.
