35hp outboard

I am thinking about buying a 35hp that I found for my fishing boat that an old man took off of his pontoon.
He left the controlls to the engine on the pontoon, so I would have to replace them. Should I convert it to tiller steer, or should I buy the controlls and rig it up in my little boat? Which would be more affordable? Also I am trying to figure out a more specific time frame that it was manufacured. On all of the serial number year model diagrams I have looked at, the number on this particular motor falls in a 1969 to 1984 window. How would I pinpoint a closer year for buying the steering parts, or do all of the motors in that window of time take the same parts? Help please! I hate to pass up on a good running motor for the price this guy is asking.
 
Look for a serial number on the tower. Also, find and describe the electrical connector (shape and location).

Cool, I might be interested. I picked the motor up today and will have a mechanic check it out tomorrow before I pay the guy. Pretty much everything is missing, the wiring harness, steering cables, all of it. The motor itself seems to be in really good shape but I haven't had a pro look at it yet so who knows. The serial number is 2672662 69 model I think. By looking at the shape that it's in you would never be able to tell. Not even a scratch on the lower unit and mid section. As far as the electrical connecter goes, I don't know. I can see where the Hot wire was clipped off, and there are several wires clipped from a little bus on the side of the motor. I'm guessing thats what they did when they took it off of the other boat.

I don't know, ignorance I guess. The mechanic said I'm gonna need an internal wiring harness, and the external wiring harness. Over all a good motor, 110 on lower cylinder, and 105 on upper. Good fire, and lower unit. Most everything in good working order except for the missing wiring harness and Steering.
