35hp mercury 1988 Need help please

New to forum, I aquired a serial # b368771 88 35hp outboard engine for free has been sitting for a year guy claims it ran last year. So i got it pulled of the boat and have engine on the stand. I removed the cowl and noticed that the top of the head where the plugs are there is a wire that looks like it is coming out of the cylinder head and it is corroded. Need someone to advise me of what it is? Also put power to the pos and neg on the motor and jumped starter solenoid no go on the starter.....? third is im looking for a wiring diagram and can not find one anywhere for this thing it has what i believe is a rectangular 8 pin connector as well as a 3 pin round plug, any help would be greatly appreciated . I am not an automotive technican but not a marine mechanic but willing to give it a go
 
That "wire" is actually a tiny tube that's measuring heat--you can ignore it.

If the starter does not turn when you jump it DIRECTLY (not through but arond the solenoid), then it needs to be removed, cleaned and lubed.
