35HP Engine wont turn

Just removed the carb from my '86 35HP to rebuild and clean. After putting it together, it will not start. The flywheel will not move. Was running before that, but did not stay running, hence the reason for cleaning the carb. Is there something electrical that locks the flywheel? Since I had to remove the top part with all the wires, I was thinking that.

Why did you pull the 'top part' (flywheel?) to mess with the carb? If so, I suspect the stator is not down all the way and is rubbing against the flywheel.

No. Something jammed between the stator and flywheel. The magnets in the 'wheel can grab small metal parts and cause a jam.

Good idea, going to pull the flywheel. I pulled the lower unit and it's not frozen thinking it was, If I fix this problem, going to rebuild the lower unit since I have it off.
 
Pulled the flywheel, nothing jammed, still frozen. After thinking about what could be the problem, before I pulled the carb out to clean, I was trying to run the motor and spray carb cleaner in the carb to see if I could clean it out first that way and a couple of times I was running at high rpms since it seemed like it was working. Then I just shut the engine down and took the carb out to rebuild. Do you think the carb cleaner spray messed with the gas/oil mixture and seized the motor?

On a side not, no one has engines in stock!
