"I have a 26ft Harkers Island boat with a rebuilt 350 Crusader. The engine starts with no problem. It revs up to 4000rpms in neutral and sound great. However when I run it on the water it will not go beyond 2800. It sputters and surges.It runs a little better at very low speeds but still a bit rough.I put in a new water/fuel separator and new gas. Also checked rotor and cleaned contacts well.It has been running great for the last 3 months.Not sure if it's the timing, plugs or what.
Not sure why it run well in neutral and not under load."

"See of the timing is advancing as it should--they tend to rust and stick. Time it, and also see if the carb secondaries are opening.

I would check for a loose or b

I would check for a loose or bad wire or a cracked distributor cap it would be great if you could look at the engine while under load it sounds like something may be arching to ground.
