"If you have a heat exchanger, it may be restricted with mud/sand. Or the hose from outdrive to heat exchager also pluged.
With boat in water, remove that hose from heat exchager and observe amount of water being pumped. Compare that with good side. Do same if it is a standard sea water cooling system.
The gasgets in the impeller pump assembly have two sizes, the large bore on the bottom gasget is smaller than the top gasgets. If you do not put the gasgets in the proper order, there will be a major coolant leak thru the bottom gasget and if the upper gasgets are out of order there could be a flow restriction. If you installed a new impeller cover, you must also install a shaft seal before assy.
If the starboard side has less coolant flow than the port side, chances are the the impeller pump is assembled wrong."

What about the spring tensioned "T" Ball Check Valves on the T'stat housing? If one is sticking closed then the riser will be hotter since it isn't getting enough cooling water.
