ok I am not a geneious , motor fully tuned up new coils points plug and condensers , runs fine low idle , also full power in neutral , when in full powers runs at half speed , then full speed , sprayed carb cleaner , put sea foam in gas still the same , trying not to rebuild carb , any pointers or suggestions ? Thanks

It will go to " full power " in neutral running on 1 cylinder.------Does spark jump a gap of 3/8" on both leads, yes or no ?

I d'ont know how to check the spark gap jump to be honest !

I suspect your motor is running on 1 cylinder.---Who did the " tune-up " on this motor ?

engine now does not turn over , starter engages half turn and stops , also throttle control is stuck and woot engage in gear

Sounds like something came loose under the flywheel. Maybe a screw was not tightened properly?

Yep more than likely , and I did the tune up , probably not right , this site sucks to hard to navigate , I will be bringing boat to marina and have so called pros fix it , to many xperts with smart ass questions for me , Thanks

Define a " smart ass " question.------From a 1000 miles away you need to describe the symptoms to folks who can then advise based on the facts about your motor.----No one can see , hear or touch your motor on the computer screen.----Best to visit the shop in this case.----Pay the man.
