35 evinrude dosen't want to idle

I have a 82 evinrude and it dosen't want to idle. I runs great other then that. It idles down to 700 and then slowly drops off and dies. To start it I have to fast idle it and it starts right up and I then lower the fast idle lever slowly and when it gets to 700 I shift it fast in to forward and throtle it up. If I am not fast enough it falls on it's face.I have remote controls on it. I ran some sea foam thru it and it didn't help. I have good spark on both cylinders. I also have 140# compression on both cylinders... Any ideas?????
 
Remove carburetor and clean it.---Remove fuel pump and dismantle and inspect.--Only time involved and little money.---------Inspect reed valves while carburetor is off.----Possibly a blown lower crankshaft seal as well.---Is this something that developed suddenly?

This has been acting up since last fall. I did take carb. off a couple months ago but found nothing. It was clean. Reed valves looked good. Maybe I missed something in the carb. Is there anything in there I should look closely at? I did not buy a kit for it. I just took apart and blew passages out and put back together. I took fuel pump apart also and screen was clean. What is tha lower crankshaft seal about? How can I troubleshoot that? thankss for the input...
 
I did it just the way the big repair manual said to do it. It did not make a diff. What are the soft plugs? the lead plug? I will order a kit and give it a go. I will not be able to get the kit till next week but will update either way it goes. Thanks everybody for your input.
