30 outdrive w 23 engine

3.0 outdrive w/ 2.3 engine I a

3.0 outdrive w/ 2.3 engine I am using 13 3/4 x 13 prop I can only get 4200 rpm on wot. My WOT for this engine should be around 5500. Can I go down in pitch anymore? Or Can I go up? Will I screw up my engine like this? I can only get about 17 mph. The engine sounds great and all is working well except speed.
