A buddy just got this motor Mo

A buddy just got this motor Model # cj30rlced Serial #c8239544. I think it is a 1989. What would the mix ratio Gas/oil for this motor? Thanks Paul

Also we tried starting the motor with the muffs on but didn't see any water coming out of the "pee hole" Is it located on the left side of the engine when looking at it from the front ? We were told the motor hasn't been started in 2 years, it started right up but we didn't run it long because we didn't see the water coming out"
