3.5 Recoil Starter Wont Rewind

I have a 1983 3.5 hp that the recoil starter will not rewind. Look online and the part is no longer available. Tried to take apart and screen holding in key housing will not budge - any suggestions? thanks

it looks a lot like a lawnmower-if recoil the spring is broken go to a lawn mower repair shop and they can probably replace it for you
