3.3hp mariner wont start

so i got my friends outboard to fix for him thinking theres not much wrong and i can fix it.
i pulled the fuel tank off and there is water in it. pulled the carby off and the bowl and float has corrosion in and around it.
i clean it all up blew the carby out. new spark plug but it still wont go!

any ideas? my friend said it went well so there should be anything wrong with the power head itself.

Ayuh,.... Is the new spark plug, Sparkin',..??

Is there gas, gettin' through the corroded up carb,..??

That motor, just like every other motor, needs Fuel, Fire, Compression, All at the right Time,...
