3.0L Engine will not crank over?

Can someone plz give me any idea as what to check. I just replaced my oil and oil filter, 4 spark plugs, and a new battery. I have 12.7 volts at the starter while turning ignition on, new starter installed last year, it's just not cranking over. All wires checked and tight, thank you all for any advice.:cool:
 
Have you tried arcing the solenoid? Take a screw driver and cross the two terminals on the solenoid (careful sparks will fly! Make sure you turn your blower on and don't smell any gas) . If it turns the starter you may have a bad wire or ignition switch. If it doesn't, you may have a bad solenoid or starter or battery connection.
 
Do not arc the terminals.
These are threaded copper terminals and are rather soft... and you don't want electrical sparks in a gasoline engine bay.
There is a tool for this, or you can make one up.

Using a test light, energize the solenoid via the key switch while being held in the start position.
See if the "S" terminal receives power.
No power? Pull the engine/hull harness connector apart, and examine the contact pins.
Still no power? Look behind the helm and check the terminals at the rear of the key switch.
The Yellow/red stripe wire will be the solenoid circuit.
Also check the continuity of this circuit through the "Neutral Safety" switch at your helm shift control.

Now see if the solenoid's "S" terminal receives power.
If the "S" terminal receives power (you'll hear the solenoid click), check the output stud on the solenoid for armature power (again, while the key switch is held in the start position).
Still no power at the output/armature side? Likely bad solenoid contacts.
Or.... the magnetic side of the solenoid has failed.


If there is a slave solenoid in the loop, check that as well.

I took the moplex apart at the ignition harness, no loose or burn't wires there, I took jumpers (instead of arching with screwdriver) at the solenoid and nothing. I am getting voltage, could it be a bad starter relay? Does the starter relay open the starter solenoid to energize the starter? Just wondering the sequence, thanks again for any advice.
 
No clicking, I have horn, blower, bilge and navigation all working and have 12.7v to the starter solenoid. I'm still wondering what can the problem be.
