Started engine with muffs on Ran fine till about 180 deg then white smoke started getting heavy. Thermostat was just replaced with 140 deg stat. Any ideas?

Smoke or steam? If steam (hopefully the case) you may need more water through the ear muffs. Also, have you plugged the drain at the bottom of the leg?

Remove the "S" hose from the water neck fitting, and inspect the neck! If there is a suction breack here, your sea water pump will become starved.

People tend to forego water neck replacement.
These are a "wear item", and require routine replacement.

Water neck fittings are new tightened all connections placed in a barrel and started engine ran fine thermostat open properly and also had water flow out the exhaust hoses on the side of the out drives. Moved onto the next engine did the same as above. No water flow out the out drives. removed the hose going from the raw water (some antifreeze mixed in )to the heat exchanger started engine no flow from the raw water pump. impeller is fine and spins when engine is started.

Can you pressurize with a garden hose the pie or hose between the raw water pump suction and the outdrive? That would indicate you if/where you have a leak. You may have to put duct tape on the water intake grids in the outdrive, as well as plugging the water drain hole by the skeg.
