I recently purchased a 28 John

I recently purchased a 28 Johnson outboard. It was setup for a throttle control and steering console. Can I Add a tiller handle and a starter button to change for hand operation? Where can I find info on year ect. Model is J28EESLCCR with a serial # R6308146. Manuals be purchased for repairs?? Thanks for any help.
