Tilt motor runs strong forward

Tilt motor runs strong forward and reverse but the outdrive doesn't budge. I removed the motor and confirmed that the motor turned in both directions. I can easily turn the worm screw shaft manually in both directions with no resistance. Does this mean that the worm screw gear teeth are stripped or is there another less expensive plausible cause?

"I am not the pawl expert(though I am really getting my hands dirty with this boat). Could it still be the pawl if I can pull up the outdrive by hand?? If the pawl were not disengaging, wouldn't the outdrive be stuck in the lower position?
I bring this up since the trailer is not stored with the boat and I often don't have much help trailering the boat and would prefer to have the needed parts on hand when I can muster the time to trailer the boat."

"Hmmm..... By reading this thread, I wonder if I have discovered a new problem. When I was replacing my exhaust bellows the other day, I had it about 3/4 down to facilitate attaching it to the drive. I found that I could lift the drive unit without any resistance. Is this acceptable? Should I lower the unit all the way down and try to lift it? Is it supposed to lock when fully down? I've never checked. When I'm in the water, and in reverse, I never noticed the drive trying to surface."
