270 outdrive reverse problem

Ok so from my throttle I can s

Ok so from my throttle I can see that I am moving the shift cable both forward and reverse and it goes back to neutral. The motor goes to forward im guessing ( the linkage pulls the eccentric down on the right side ) and then returns to neutral fine and the eccentric is perfectly horizontal....when I go into reverse the eccentric remains in the horizontal position even though the throttle visually moved the shift cable....I'm lost

"The problem may be in the binnacle or the outdrive intermediate housing. These are the locations of omega shaped clamps which restrain the shift cable shield from moving. If one of these clamps is loose, do not attempt to run the boat. Remove the screws which hold the shifter and Locate the screws/clamps which hold the shield in place and check for tightness. Check the adjustment. Ditto the outdrive. Check the adjusted clamp several times WRT the movement of the shift eccentric before calling it a day. Check adjustment of micro-switches if present. However, it sounds like the boat has a lock out on the combined binnacle with throttle and shifter, from what you said. No switches. "
 
Have good outdrive in almost n

Have good outdrive in almost new condition (well maintained) however now it will not shift into gear 290 drive. Is this a cable problem?
