270 outdrive bounce up and down

when iam sitting in the water and a wave comes by. my outdrive bounce up and down. I think I need a spring to hold it down. Maybe I am missing a part?

When i lower the drive all the

When i lower the drive all the down the retaining pawl does not lock to bar. It looks like i can move the bar forward to another set of holes so it will engage. I can figure how the retaining pawl will release itself when i engage the tilt up button? Should move the pin so it connect.
