25m hp merc fuel proble

i have a 1990 25 hp Merc and am having a fuel problem Motor starts with starting fluid but dies after. New fuel filter, fuel line and bulb, bulb is hard.Sounds like a fuel pump? Can fuel pump be changed without taking carb off
 
Fuel pump has nothing to do with the " starting "------------After all you have used the manual fuel pump to fill the carburetor.-------------If the motor has sat for a long time the carburetor will need a good cleaning.

I took the fuel line off at the top of the Carb, and had plenty of gas. I took a can of compressed air, the kind you clean your keyboard with and sprayed it down the inlet to the carb. I reassembled and it started and ran good.

I just took it out of the water today and ran it on ear plugs. There is a stream of water coming out of the lower housing just above and to the front of the lube vent screw in the lower end. Having run it this way many times in the past in Spring and the Fall, I don't ever remember seeing this. Is this normal. The hole appears to be the size is the size of a 6 or 8 penny nail. It's getting dark so I'll investigate later in the day light, but does anyone have any input to this?
