25hp Model 25502 not starting

Have done basic check - fire, carb etc. Not starting, was "told" low psi .... any suggestions from here? Have head off and cylinders look good, no markings, gasket doesn't appear to have break but also looks like original gasket! Having never worked on marine engine (know more about mowers) before I'll accept any help or suggestions.

Thanks for help and information - just getting started on this engine, first time on a marine engine!! Like a 2-cycle lawn mower engine - does this have a reed plate? Taking this step by step.... might end up with an extra anchor!
 
Yes it has a reed plate. Probably the LAST thing to suspect though. Extremely rare to find a broken reed. Even then it would start on the other cylinder.....until that busted reed tears something up inside.
 
Well dang................took exh side plate off to look at pistons, yes the rings are stuck but got a couple marks along the piston too!! Dang it...............my guess would be I'm looking at a major job at this point? IF I can find the parts?
