250 ocean pro fuel pump / VRO O ring missing?

Short of the story is I purchased a 2000 250hp ocean pro. I run the motor on muffs and ran great, installed on boat and took it for a ride. Fired right off in water then it slowly idled down till it died. Then did the ole turn the choke knob up give it a pump on bulb and fired right up turned choke back to normal or down and it slowly dies out till it quits.

Which brings me to what I found. If l choke it come over idle and then put the choke lever back to norm I can roll on out. Come back to idle it dies out. Looked into fuel pump / VRO and found someone recently put a new rebuild kit in it but seemed to leave out the O ring on the pump side / double spring side out. On most parts pages it lists this as a vacuum passage O ring. Most parts pages list it as part # 6 on breakdowns.

Would this cause these issues? I put a O ring back in it, put it together and run on muffs again. Noticed my rpm's went from 800 to 1200 on muffs which seems more in line for being on muffs. Also notice it now does not smoke as much.

That section of the pump is the air motor. It drives the actions (fuel pump & oil pump) of the whole pump. The o-ring was added to cushion the diaphragm edges & seal the air motor better. The housing had to be modified to accept the o-ring. Lots of pumps out there running without o-rings, but were designed that way? Not sure what effect leaving the o-ring out in that area would cause, but I would think holding down the air motor diaphragm better would be good.
 
Well update to the missing O ring. The O ring was not actually missing due to when I took the fuel pump apart .... it did fall out. I found this out by re evaluating the fuel pump diaphragm and found 2 cuts in it. I purchased a new diaphragm, installed on boat and dropped a screw only to find the missing O ring next to it.

I did take the boat out only to have the same problem of having the engine die at idle in neutral at the dock. I did my same trick of turning the choke lever (red) to the up position and give it a pump turn the lever down and the boat comes right out of the water onto plane. As soon as I go back to idle it dies almost immediately. I did see several carbs having fuel coming out of upper weep holes. I picked up 6 carb kits and rebuilt them all. It does idle at 1600 rpm's on the muffs now verse's the 800 rpm with fuel diaphragm bad. After I changed the diaphragm it idled at 1200 rpm's on the muffs but every time it hits the launch it dies. So we will see after next outing.
