25 Merc 2 stoke hard to start

Guys, I have a 89 model 25 Mercury 2 stroke that has been beginning to get hard to sstart. I have changed plugs, and have recently had power pak & a coil changed... I have good fire, and once I get her running she runs quite well... Maybe a slight loss of power, but what could causing my problem??? What spark plugs are best??
 
Sounds like a fuel problem, as usual. "Hard to get running" scenario is typically always solved by a carb kit & rebuild with these engines.
